Why the drinking age is 21 years while the driving and vote age are not so high in the U.S.?

Why FIU, being an International Univesity, makes so difficult to Florida non-residents to get in here?
Why do only Miami Clubs closes at 5a.m. and clubs in other parts of the state closes at 2a.m.?

Counter arguments
1.The consumption of drugs should be prohibited so that it is not abused.
2. The drinking age is the one thing that needs to have an over 21 limit, because when a person is under 21, drinking can do more harm to the brain.
3. The re-election of Bush, could have accounted for other factors, and not just his spending.
4. FIU being international, stresses diversity and not just non-residents vs residents.
5. Miami is much more busy than other states, being a frequent vacation spot and requires later closing club times.
6. Status keeps order in society and allows people to know where they fit in the world.
The drinking age is 21 years old because a person under this age is not mature enoght.
I think that is really hard to get into American colleges, not only FIU and this is because the U.S. needs some people to work at BK. its not only hard for foreign people only though, i think is hard for some citizens or residents, however i do agree that is way harder and much more expensive for people who are not citizens or residents. I think this is because they gove=rnment think there are too many inmigrants already and there is priority for american students. However i do not think this is correct.
4. I know that in the state of Florida, they want their residents to stay in Florida so they have more successful people in different fields. They charge more for out of state residents because each state desires the people to stay. Kind of makes sense
5. People have a sense of belonging somewhere. We want to feel accepted and that is why society allows us to know where we go in todays world
